Human Tissue Authority Welsh Member appointment

The Minister for Health and Social Services in Wales has appointed Ellen Donovan as the new Welsh Member of the Human Tissue Authority (HTA).

Ms Donovan will take up the position on 1 April 2021 for a three-year term. The appointment of the current Welsh Member, William Horne, who has served on the HTA Board for almost seven years, will come to an end when Ellen takes up post.

The HTA was set up under the provision of the Human Tissue Act 2004. It is responsible for the regulation of activities concerning the removal, storage, use and disposal of human tissue for England, Wales and Northern Ireland.

The Act provides one of the members of the HTA to be appointed by the Welsh Government.

Vaughan Gething, Minister for Health and Social Services in Wales said:

‘I am pleased to announce the appointment of Ellen Donovan to represent Wales on the Human Tissue Authority. I attach great importance to this role and I am confident that Ellen’s wealth of experience will be of great benefit to the Authority. I would also like to pay tribute to Bill Horne, the outgoing Welsh Member, for the dedication he has shown in the role and to wish him well for the future.’

Ellen Donovan said:

  • Ms Ellen Donovan has extensive senior experience both in private and public sector organisations at board level.
  • She is currently a non-executive director of the Welsh Government Board and Qualifications Wales. Previous roles include Trading Director and Operations Director at Debenhams PLC.
  • Members of the Human Tissue Authority are paid £7,883 per annum reflecting a time commitment of two days a month. 
  • The appointment was made in accordance with the Commissioner for Public Appointment’s Code of Practice on Ministerial Appointments.
